OpenAI's Ambitious Leap: The 5-Gigawatt Data Center in Abu Dhabi

In the rapidly evolving landscape of artificial intelligence, OpenAI has consistently positioned itself at the forefront of innovation. Its latest endeavor, however, is not just ambitious—it's potentially game-changing. According to a recent Bloomberg report, OpenAI is set to play a pivotal role in developing a staggering 5-gigawatt data center campus in Abu Dhabi. This project, if realized, would make OpenAI a primary anchor tenant in what could become one of the world's largest AI infrastructure projects.


The Scale of the Project


The proposed data center campus in Abu Dhabi is nothing short of monumental. Spanning an astonishing 10 square miles, the facility would consume power equivalent to five nuclear reactors. To put this into perspective, this is larger than the entire principality of Monaco. It would dwarf any existing AI infrastructure announced by OpenAI or its competitors, including the company's first Stargate campus currently under development in Abilene, Texas, which is expected to reach 1.2 gigawatts.


The Stargate Project


This Middle Eastern project is part of OpenAI's ambitious Stargate initiative, a joint venture announced in January 2023 in partnership with SoftBank and Oracle. The goal of Stargate is to build massive data centers around the globe, equipped with powerful computer chips to support AI development. While the Texas campus is already under construction, the Abu Dhabi facility would more than quadruple its capacity, positioning OpenAI as a dominant force in global AI infrastructure.


The UAE Partnership


The Abu Dhabi project is being developed in partnership with G42, an Abu Dhabi-based tech conglomerate. Founded in 2018, G42 is chaired by Sheikh Tahnoon bin Zayed Al Nahyan, the UAE's national security advisor and younger brother of the country's ruler. OpenAI's relationship with the UAE dates back to a 2023 partnership aimed at driving AI adoption in the Middle East. During a talk in Abu Dhabi that same year, OpenAI CEO Sam Altman praised the UAE, noting that it "has been talking about AI since before it was cool."


Controversies and Concerns


Despite the potential benefits of this partnership, it has not been without controversy. In late 2023, U.S. officials raised concerns that G42's ties to blacklisted entities, including Huawei and the Beijing Genomics Institute, could enable China's government to gain access to advanced U.S. technology. These concerns were heightened by G42's connections to individuals linked to China's intelligence efforts.


In response to these concerns, G42's CEO announced in early 2024 that the company had divested from all its China investments and no longer had any physical presence in China. This shift in strategy was followed by a significant investment from Microsoft, a major shareholder in OpenAI with its own interests in the region. Microsoft's president, Brad Smith, joined G42's board of directors, signaling a deeper commitment to the partnership.


Broader AI Ties Between the U.S. and UAE


The Abu Dhabi project is part of a broader trend of AI collaboration between the U.S. and the UAE. These ties have been developing for years, driven by mutual interests in advancing AI technology and its applications. However, the geopolitical implications of such collaborations have made some lawmakers nervous, particularly given the sensitive nature of AI technology and its potential dual-use applications.
